Chennai: Learning and Teaching quality poor in villages - a Study

Learning quality in rural Tamilnadu is the poorest in the country as per the Annual Status of Education report [rural]-2009. The report surveyed around 33000 children in 870 villages. 
While percentage of children going to school in Tamilnadu is higher than the national average, the learning quality is very poor. 
The reason for the poor performance is lack of trained teachers and qualified teachers in the village schools and the illiteracy of parents and finally the poverty. 
According to an NGO, which conducted survey has reported that out of 90 schools it surveyed almost 65 schools did not have more than 3 teachers.
It’s rather not the learning quality but the teaching quality that is missing in the village schools. 
Government should take steps to provide decent amenities including free housing and incentives for the teachers to go to villages.
